    Construction, marine and catering manning – gwf global1201

    Client: Technip (owned subsidiary Global Offshore Pty Ltd)


    Project/Location: Greater Western Flank (GWF) development, Carnarvon Basin, Western Australia, located 130km North West of Karratha


    Facility Name: Pipelay Vessel Global1201


    Time Frame: The offshore installation campaign on board the Global1201 was mobilised on 30 January 2014 and was completed on 25 April 2014 (~86 days). These dates do not include the sail to Australia or pre-mobilisation works on board the Global1201 in Malaysia.


    Project Description


    Woodside Energy, in conjunction with five other participants (BHP Billiton, BP Developments Australia, Chevron Australia, Japan Australia LNG (MMI) and Shell Development) was the operator of the GWF project phase 1. Phase 1 of the GWF development project was sanctioned by the North West Shelf Venture (NWSV) partners, with the aim of extending the hydrocarbon supply to Karratha Gas Plant.


    Technip’s scope of work included the loadout, transportation and installation of 15 kilometres of 16-inch corrosion resistant alloy clad subsea gas flow line. The pipeline, completed by Technip pipelay vessel Global1201, was laid in an S-Lay methodology from the Tidepole manifold to the Goodwyn Alpha platform within the Carnarvon Basin.


    Technip contracted SKILLED Offshore Pty Ltd, since re-branded Programmed Marine (PM), to provide appropriately qualified personnel to perform the laying of the subsea pipeline and associated works on the project.


    PM’s scope of work covered all of the managerial, administrative, organisational and logistical support necessary to achieve effective, efficient and productive performance by PM direct labour, in accordance with the contract between Technip and PM. PM was engaged to supply approximately 353 construction and marine personnel (including catering) to the Global1201 for the GWF project, phase 1. 


    Project Solution


    The project in its entirety required the engagement of a PM project team of +/- 4 dedicated persons for over 18 months, plus additional support services, to work together with Technip in a collaborative ‘one team’ approach. The specially selected PM project team had expertise in recruitment, human resources, industrial relations, travel, logistics, rostering and training coordination. Additional support services included experienced personnel in payroll and invoicing, quality and document control, health, safety and injury management, 24 hour onshore support, and contract management.


    The PM project team was formed in January 2013 to commence preliminary works including the establishment of all project processes and procedures, communication protocols, project templates, personnel recruitment and engagement, preparation of logistics arrangements, etc.


    Final project completion for the PM project team was July 2014, after close-out of all commercial and contractual matters with Technip.


    Project Outcome


    The commitment and dedication of the PM project team was second to none. Both the onshore team and offshore crews involved in the first milestone project delivered what was set out to be achieved: demonstrating PM’s capability in the construction manning market.


    A few of the project milestones achieved by PM crew and staff, in alliance with Technip and Woodside, is provided below:


    • Over 200,000 man-hours, 86 days free of lost time injury (on project).
    • NOPSEMA endorsed project with zero environmental incidents or impact during life of the project.
    • Successful welder qualification training hosted in Malaysia on Serimax welding systems.
    • Successful training hosted in Malaysia in conjunction with Bredero Shaw on project field joint coating processes.
